Synopsis
A secret Catholic organization in East Germany helps people over to West Germany, and to escape from Communism. Their system involves hiding the fugitives in boats and crossing the border by the Baltic Sea. Georg, the government delegate, is ordered to stop this illegal emigration; but he is in love with a woman whose brother is one of the directors of the secret organization, and she herself is an outstanding activist.
