Los Angeles, 1950. Crime and corruption are oozing down the corridors of power, threatening to take over the city. Three officers from the Police Department, Jack, Ed and Bud, find themselves wound up in a conspiracy of intrigue and deception that could end up destroying them all. Bud interrogates a beautiful mysterious woman, Lynn Bracken, as a possible key to a murder, but finds himself falling in love with her. The woman also brings out Ed's deepest desire, leading to a showdown between the two policemen.
